Captain of MV Meghna Prestige Detained Following Underwater Inspection Incident

Captain Mahbubur Rahman (40N), master of the MV Meghna Prestige, is currently being held in police custody in Tucupita, near Puerto Ordaz, Venezuela.

As reported by gCaptain forum, his detention follows an incident during a mandatory underwater inspection. The vessel, which arrived at Boca Grande anchorage on January 12, 2025, for iron ore loading, completed cargo operations on January 29. Before departure, a routine underwater inspection was required under local anti-drug regulations. However, during the process, two divers sustained injuries from the ship’s propelle —one of whom was reported missing. Authorities later confirmed the recovery of the deceased diver’s body, leading to Captain Rahman’s arrest.

A key issue in the incident was the language barrier. The dive supervisor was unable to communicate in English, requiring a shipping agency representative to step in as an unofficial interpreter. Captain Rahman has asserted that the inspection began without proper authorization, as required checklists and permits were not signed. He also pointed out that the vessel was dragging at the time, necessitating brief engine use for safety, which may have contributed to the unfortunate event.

Despite these circumstances, records indicate that the captain had signed a checklist provided by the diving company, acknowledging that specific preparatory tasks had been carried out before the inspection. This raises questions about the procedural handling of the operation.

Concerns have also been raised regarding Captain Rahman’s legal representation. He is seeking assistance from the maritime community and the Bangladesh government. Meanwhile, the vessel’s Protection and Indemnity (P&I) correspondents are managing the legal defence and are actively engaging with the local prosecutor to expedite a resolution.

Captain Mahabub’s family and relatives are in extreme distress and anxiety due to this incident. His wife, Shyamoli Mahabub (30), is unable to find any resolution, along with their son Farabi (5) and daughter Maria (10). They have urgently requested assistance from the government.

The maritime sector is closely observing this case, emphasizing the critical need for effective communication and strict adherence to safety protocols in such operations.

বিগত পাঁচ বছর ধরে মাহাবুবুর রহমান পরিবার নিয়ে নড়াইল শহরের কুড়িগ্রামে বসবাস করছিলেন। তবে সাম্প্রতিক এক দুর্ঘটনায় তিনি বিদেশের এক থানায় আটক রয়েছেন বলে জানা গেছে।

পরিবার সূত্রে জানা যায়, মাহাবুবুর রহমানের জাহাজে কর্মরত এক স্থানীয় ডুবুরি দুর্ঘটনাবশত মারা যান এবং আরেকজন গুরুতর আহত হন। এই ঘটনার পরপরই স্থানীয় পুলিশ তাকে আটক করে এবং তার বিরুদ্ধে মামলা দায়ের করা হয়। গত ৩০ জানুয়ারি থেকে তিনি পুলিশ হেফাজতে রয়েছেন।

স্ত্রী শ্যামলী জানান, আটক হওয়ার পর থেকে ক্যাপ্টেন মাহাবুব চরম মানবেতর জীবনযাপন করছেন। পরিবারের কাছে পাঠানো এক এসএমএস বার্তায় তিনি মুক্তির জন্য রাষ্ট্রীয় উচ্চপর্যায়ের আইনি সহায়তা চেয়েছেন। তিনি আশঙ্কা প্রকাশ করেছেন, বাংলাদেশ সরকারের জরুরি হস্তক্ষেপ না হলে তার জীবন বিপন্ন হতে পারে।

স্ত্রী’র নিকট ক্যাপ্টেন মাহাবুবের পাঠানো ম্যাসেজটি তুলে ধরা হলো।

আমি ক্যাপ্টেন মাহবুবুর রহমান (BMA 40th), বর্তমানে Tucupita, CICPC Police custody (Puerto Ordaz, Guayana city, Venezuela) তে আছি। গত ১২ ই জানুয়ারি Meghna Prestige Ship নিয়ে Boca Grande anchorage, Venezuela তে IRON ORE load করার জন্য পৌছায়, কার্গো লোডিং শেষ হয় ২৯ তারিখ সকালে। Local authority “Anti-Drug” Requirement মতে, বন্দর ত্যাগের পূর্বে জাহাজের Under water inspection বাধ্যতামূলক। যথারীতি ২৯ তারিখ দুপুর ১২:২০ সময়ে Anti-Drug authority এবং ডুবুরি দল আছে।
ডুবুরি দলের ইনচার্জের সহিত আমার ও চীফ ইন্জিনিয়ের মিটিং হয় মেসরুমে ১:০০-১:১০ সময়ে কিন্তু ডুবুরি দলের ইনচার্জ ইংরেজিতে কথা বলতে না পারায় Boarding agent নিজে থেকেই Interpreter হিসাবে কাজ করে।
Agent এর request মতো, প্রথমে তাদের একটি ফর্ম সাইন করি পাশাপাশি এজেন্টকেও বলি জাহাজের ইন্জিন রুম পরিদর্শন শেষে checklist & permit form সাইন করতে হবে এবং পাশাপাশি ক্যাপ্টেনের permission নিয়ে Under water inspection শুরু করতে হবে কিন্তু তারা কোনটি না করেই কাজটি শুরু করে দেই, এমতাবস্থায় Ship dragging শুরু করে দেয় যার দরুন ডিউটি অফিসার ইঞ্জিন ইউজ করে খুব অল্প সময়ের জন্য। পরবর্তীতে ১৩:২৫ ডুবুরি দলের ইনচার্জ ও এজেন্ট ব্রিজে এসে বলে তাদের একজন ডুবুরি আহত হয়েছে ,তখনই আমি তাদেরকে বলি এত অল্প সময়ের মধ্যে (১:১০-১:২৫) ইন্জিন রুম ইস্পেকশন ছাড়া,checklist & permit form fill up ছাড়া কিভাবে under water inspection শুরু করলো? এরপর ৩০ তারিখ সকাল ১০:১৫ সময়ে পুলিশ আসে শীপে, Investigation করার জন্য কিন্তু তারা শুধুমাএ Spanish ভাষা পারায় আমি statement দিতে অস্বীকার জানায় পাশাপাশি request করি P&I representative আসার জন্য কিন্তু সেটা না করে তারা বলেছিল ” ক্যাপ্টেন, সবই আনঅফিশিয়াল”। পরবর্তীতে বিকাল তিনটায় আমাকে জাহাজ থেকে থানায় নিয়ে আসে,বলেছিল ১-২ দিন থাকা লাগবে। আমি ৩০ তারিখ রাতে পৌছায় থানায়, আসার পর আমার বিরুদ্ধে কেস ফাইল করা হয় খুব জোরালোভাবে। গত কয়েকদিনে খুব মানবেতর জীবন পার করছি আমি। আগামীকাল(৪ তারিখ সকাল ৯ টায়) আমার Hearing আছে। আমার কোম্পানি already দুজন lawyer নিয়োগ দিছে, তারা চেষ্টা করছেন। তবে বাংলাদেশ সরকার এর সহযোগিতা একান্ত জরুরী”

এ ঘটনায় ক্যাপ্টেন মাহাবুবের পরিবার ও স্বজনরা চরম উদ্বেগ-উৎকণ্ঠায় রয়েছেন। ছেলে ফারাবি (৫) ও শিশু কন্যা মারিয়া (১০) কে নিয়ে স্ত্রী শ্যামলী মাহাবুব (৩০) কোন কুল কিনারা খুজে পাচ্ছেন না । তারা দ্রুত সরকারের সহযোগিতা কামনা করেছেন।
