The future development of Bangladesh’s seaports requires more than investment in physical infrastructure. The contractual, operational and governance models adopted for major port projects can be equally important in determining their long-term success.
A recent opinion article, “Bangladesh’s Port Development: Why the Right Contractual Model Matters,” published in The Business Standard (TBS) on 30 October 2026, examines this important issue with particular reference to the development of Mongla Port.
The article is authored by Md Mostafa Shaheen, Assistant Professor, Department of Port and Shipping Management, Bangladesh Maritime University.
Drawing on international port management practices, the article discusses the Landlord Port Model and the Build–Operate–Transfer (BOT) approach, highlighting the importance of selecting an appropriate contractual and operational framework alongside infrastructure investment.
It also draws attention to several important considerations for Bangladesh’s future port development, including:
- appropriate contractual and operational structures;
- transparent and well-defined agreements;
- professional port management;
- long-term financial sustainability; and
- protection of Bangladesh’s long-term national interests.
For Bangladesh’s maritime and shipping community, these are particularly relevant issues as the country continues to develop and modernise its port infrastructure.
BD Mariners encourages mariners, port and shipping professionals, maritime academics, policymakers and other members of the maritime community to read the article and contribute their professional perspectives to this important discussion.
